Consultation to the key findings of the Mini-Stern report

As part of our debate and discussion on creating a low carbon city region we are consulting on the key findings from the Mini-Stern report. We will use the conclusions from this consultation as the basis of an AGMA response to the findings of the report.

We therefore welcome your views and comments on the following:

  1. Should the Manchester City region be at the forefront of the climate change agenda - what role should the proposed Climate Change Agency play in this?
  2. What are the main challenges we would face in exploiting first mover advantage?
  3. How can Manchester best encourage business investment in carbon innovation and reduction measures – especially prior to international agreement on carbon pricing?
  4. What are the areas where business support is needed to enable sectors to minimise negative impacts?
  5. How can we best build the skills and capacity needed to deliver on this agenda?
  6. How can we best apply spatial planning policy to deliver carbon reduction whilst encouraging private sector and inward investment and meeting housing growth needs?
  7. What are the key areas where the public sector can use its powers through investment and procurement to support this agenda?
  8. What strategic measures can the City Region take to reduce its reliance on fossil fuel based energy?
  9. Good transport and international connectivity are behind the success of the City Region economy over the past 20 years. How do we ensure this continues in the face of climate change & fuel price pressures?
  10. The reduction of carbon emissions will require individuals to make different lifestyle choices. To what extent should encouragement be backed financial incentives?
